FORTIFIED Roof™ Certified Contractor
Built to the national standard of resilient construction — because Louisiana weather demands it.
We Are a Certified FORTIFIED Contractor
DeltaCat Roofing has earned FORTIFIED Roof™ contractor status through the Insurance Institute for Business & Home Safety (IBHS) — the research organization behind the national FORTIFIED program. We are trained and authorized to install roofs that meet the FORTIFIED Roof™ standard and guide homeowners through official certification. In Louisiana, where hurricanes and severe storms are a fact of life, this designation has real, measurable value for you and your property.
What Is FORTIFIED?
FORTIFIED is a voluntary construction and re-roofing program developed by IBHS. It sets a higher standard than minimum building codes — one specifically designed to keep your home together when a major storm hits.
Higher Than Code
Standard building codes set the floor for construction quality — not the ceiling. FORTIFIED standards go beyond code minimums, addressing the specific vulnerabilities that cause roofs to fail in high-wind and hurricane events.
Storm Water Intrusion
A FORTIFIED Roof™ is engineered to stay attached during severe weather and to prevent water from getting in if wind does lift a shingle. Secondary water barriers, proper sealing, and enhanced attachment methods are all part of the standard.
Independent Certification
After we install your roof to FORTIFIED standards, an independent IBHS-approved evaluator inspects and certifies the work. The certification isn’t self-reported — it’s third-party verified, which is why insurers trust it.
Backed by IBHS Research
IBHS has spent decades studying how homes fail in storms. The FORTIFIED standard is the direct product of that research — lab-tested, field-proven, and continuously updated as new data emerges from real storm events.
FORTIFIED Pays You Back
A FORTIFIED Roof™ isn’t just a stronger roof — it’s a financial decision. Between a state tax credit of up to $10,000 and mandatory insurance premium discounts coming January 1, 2027, Louisiana homeowners have more incentive than ever to upgrade.
Louisiana State Tax Credit
Louisiana homeowners who install a certified FORTIFIED Roof™ can claim a nonrefundable state income tax credit of up to $10,000 per property. The program runs through December 31, 2031, but annual credits are capped at $10 million statewide — so earlier movers have the advantage. Unused credit carries forward up to three years.
Applies to existing homes with a homestead exemption. Cannot be combined with the LHFP grant program.

Under Regulation 136, all Louisiana insurers must offer benchmark discounts for FORTIFIED certified homes starting January 1, 2027. Many carriers are already offering discounts voluntarily ahead of that date. Benchmarks are set by zone: 29% in south Louisiana, 27% in central Louisiana, and 16% in north Louisiana — applied to the hurricane portion of your premium.

Louisiana Citizens — the state’s insurer of last resort — also recognizes FORTIFIED certification. For homeowners who rely on Citizens coverage, a FORTIFIED roof can meaningfully reduce your annual cost.
Ask Your Agent
Every insurer calculates discounts differently. Before your roof project, contact your insurance agent to ask about FORTIFIED discount rates. Many homeowners find the premium savings help offset the cost of the upgrade over time.
Harder to Insure a Damaged Home
After major Louisiana storms, insurers have tightened underwriting requirements. A FORTIFIED roof signals to carriers that your home is lower risk — making it easier to obtain and keep coverage in a challenging market.
From Estimate to Certified
We handle every step of the FORTIFIED process — from building to the standard to coordinating the independent evaluation.
Schedule Your Estimate
We assess your existing roof and discuss whether a full replacement or targeted upgrade makes sense for your home and budget. We’ll explain exactly what the FORTIFIED Roof™ standard requires for your situation.
We Build to Standard
Our trained crew installs your roof to FORTIFIED Roof™ specifications — including secondary water barriers, enhanced sealing at eaves and rakes, and proper attachment methods that go beyond code requirements.
Independent Evaluation
An IBHS-approved evaluator independently inspects the completed work and confirms it meets the FORTIFIED Roof™ standard. Your home is officially designated and you receive documentation to share with your insurer.
Not Every Contractor Can Do This
FORTIFIED certification requires the contractor to know the standard and build to it precisely. A general roofer who hasn’t been trained in FORTIFIED requirements cannot reliably deliver a certifiable roof — even if they intend to.
Trained to the IBHS Standard
DeltaCat Roofing crews are trained specifically on FORTIFIED installation requirements — including secondary water barriers, proper starter strip installation, attic ventilation requirements, and the sealing details that evaluators inspect. We know what the evaluator will look for because we’ve been trained on the same criteria.

FORTIFIED FAQ
Answers to what Louisiana homeowners most often ask about the FORTIFIED program.
Many Louisiana insurers are already offering discounts for FORTIFIED certified homes, and all carriers will be required to do so under Regulation 136 starting January 1, 2027. The benchmark discounts apply to the hurricane portion of your premium — up to 29% in south Louisiana, 27% in central Louisiana, and 16% in north Louisiana. We recommend contacting your insurance agent now to confirm whether your carrier is already offering a discount so you can factor it into your decision.
A FORTIFIED Roof™ installation typically costs somewhat more than a standard replacement due to additional materials and labor requirements — primarily the secondary water barrier and enhanced sealing. However, when you factor in insurance premium savings over the life of the roof, many homeowners find the net cost is competitive or better. We’ll give you a clear breakdown so you can compare.
In most cases, achieving FORTIFIED Roof™ certification requires a full roof replacement because the standard includes requirements for what’s underneath the shingles — specifically the secondary water barrier applied directly to the decking. If your roof is already due for replacement, the incremental cost of going FORTIFIED is modest.
FORTIFIED Roof™ focuses specifically on the roof system and is the most common designation for re-roofing projects. FORTIFIED Silver and Gold extend protection to additional building envelope components like windows, doors, and wall connections. For most homeowners replacing a roof, FORTIFIED Roof™ is the right starting point and the tier most directly recognized by insurers for premium discounts.
The independent evaluator will need access to your attic and the exterior of your home. We’ll coordinate the evaluation scheduling with you and let you know exactly what the evaluator needs to access. The inspection typically takes a couple of hours.
