Yes. DeltaCat Roofing is fully licensed as a roofing contractor in the state of Louisiana and carries general liability and workers’ compensation insurance on every job. We can provide proof of licensing and insurance upon request. Louisiana contractor licenses can be verified through the Louisiana State Licensing Board for Contractors (LSLBC) at lslbc.louisiana.gov.

The FORTIFIED Program
FORTIFIED Roof™ is a voluntary re-roofing standard developed by IBHS (Insurance Institute for Business & Home Safety) that exceeds standard building code requirements. Key elements include a secondary water barrier applied directly to the roof decking, enhanced sealing at eaves and rakes, and reinforced attachment methods designed to resist hurricane-force wind uplift. After installation by a certified contractor, an independent IBHS-approved evaluator inspects and certifies the work. The certification is third-party verified — which is why insurers recognize it for premium discounts.
Yes. DeltaCat Roofing is a certified FORTIFIED Roof™ contractor through IBHS. We are trained and authorized to install roofs to the FORTIFIED standard and to guide homeowners through the independent evaluator certification process from start to finish.
A FORTIFIED Roof™ installation typically costs somewhat more than a standard replacement due to additional materials — primarily the secondary water barrier — and the independent evaluator fee. However, when you factor in Louisiana’s state tax credit of up to $10,000 and annual insurance premium savings, many homeowners find the net cost is competitive with or better than a standard replacement over time. We’ll give you a clear breakdown so you can compare both options.
In most cases, FORTIFIED Roof™ certification requires a full roof replacement because the standard includes the secondary water barrier applied directly to the decking — which is only accessible during a full replacement. If your roof is already due for replacement, the incremental cost of going FORTIFIED is modest relative to the financial benefits.
FORTIFIED Roof™ focuses specifically on the roof system and is the most common designation for re-roofing projects. FORTIFIED Silver and Gold extend protection to additional building envelope components including windows, doors, and wall connections. For most Louisiana homeowners replacing a roof, FORTIFIED Roof™ is the right starting point and the tier most directly recognized by insurers for premium discounts.
Louisiana Financial Benefits
Yes. Louisiana’s Regulation 136 establishes benchmark discounts that all insurers must offer for FORTIFIED certified homes by January 1, 2027. Many carriers are already offering discounts voluntarily. Discounts apply to the hurricane portion of your premium:
- South Louisiana (Orleans, Jefferson, St. Tammany, Tangipahoa, Terrebonne, Calcasieu, Lafourche, St. Mary, and others): 29% discount
- Central Louisiana (East Baton Rouge, Lafayette, Rapides, and others): 27% discount
- North Louisiana (Caddo, Ouachita, Lincoln, Natchitoches, and others): 16% discount

All Louisiana insurers are required to offer the FORTIFIED benchmark premium discounts by January 1, 2027 under Regulation 136. Louisiana homeowners who install a certified FORTIFIED Roof™ can claim a nonrefundable state income tax credit of up to $10,000 per property under SB 28. Key details:
- Program runs July 1, 2025 through December 31, 2031
- Annual statewide cap of $10 million — first-come basis
- Unused credit carries forward up to three years
- Applies to existing homes with a homestead exemption
- Cannot be combined with the LHFP grant program

Yes — the $10,000 state tax credit and the Regulation 136 insurance premium discount are entirely separate programs and can be combined. The only restriction is that the tax credit cannot be combined with the LHFP grant program. If you did not receive an LHFP grant, you can benefit from both the tax credit and the ongoing insurance premium reduction.

Not all storm damage is visible from the ground. Hail impact marks, wind-lifted shingles, damaged flashing, and granule loss often require a professional inspection to identify. After any significant storm event, we recommend scheduling a professional roof inspection even if nothing looks obviously wrong. Undiscovered damage that worsens over time can complicate insurance claims filed later.
Residential Roofing & Inspections
DeltaCat Roofing installs architectural shingles, impact-resistant Class 4 shingles, standing seam metal roofing, metal panel systems, TPO, EPDM, and related components including decking, underlayment, flashing, and ventilation systems. As an Atlas Pro+ Contractor, we install the full Atlas shingle product line with access to extended manufacturer warranties.
Architectural shingles with high wind ratings are the most popular choice for Louisiana homes. Impact-resistant Class 4 shingles are an excellent upgrade for storm-prone areas and may qualify for insurance discounts. Metal roofing offers a 40–70 year lifespan and superior wind uplift resistance, making it a strong long-term choice for Gulf Coast homeowners. Most residential roof replacements take one to two days depending on the size and complexity of the roof. We provide a clear timeline before work begins and keep you updated throughout. We run magnets, pick up debris, and leave your property cleaner than we found it.
Our inspections cover the full roof system: shingle condition and remaining service life, flashing at chimneys, skylights, pipe boots, and valleys, gutter condition and drainage, ridge and soffit ventilation, visible decking condition from the attic where accessible, and any signs of hail impact, wind damage, or water intrusion. All findings are documented in a written report with photographs suitable for insurance, lender, or real estate use.
